Dart Use Path Package skill: what it does and how to install it

What it does. Guides Dart code towards package:path for joining, splitting, normalising, extensions and URI conversion, with POSIX and URL context handling. It also uses the filesystem-specific path context for mockable package:file systems and provides a checklist for refactoring raw string operations.

When to use it. For writing, inspecting or refactoring file and directory paths, extensions, Git paths or path-to-URI conversions. It does not apply to HTTP routing, database query strings or unrelated string processing.
