Chief of Staff skill: what it does and how to install it

What it does. Coordinates a long-running goal in one session by delegating work to background subagents and sharing progress through research notes, commits and other context pointers. It considers both immediate execution and improvements to the working environment, such as constrained interfaces, linting, logs, test data and browser access. It can suggest recurring schedules when the harness permits.

When to use it. For sustained goals that need coordination, accumulated context and strategic decisions. It is invoked manually rather than automatically.
