About this skill
What it does. Structures historical changelog entries with ISO dates, version grouping and standard categories, leading with breaking changes and user impact. It also provides a handover summary covering shipped work, review points, exact verification, caveats, risks and remaining steps.
When to use it. After shipping a meaningful feature, substantial fix or removal, or when writing release notes or summarising what shipped. It does not apply to trivial edits or rewriting and deleting existing entries.
