Template Instantiation skill: what it does and how to install it

What it does. Uses dotnet new to inspect template options, preview and create projects, then builds to verify them. It matches neighbouring target frameworks, adapts package references for Central Package Management, and can compose multi-project solutions or manage template packages.

When to use it. For creating .NET projects or multi-project solutions, or installing and uninstalling template packages. It does not cover template discovery, comparison, authoring, or adding packages to existing projects.
