Template Discovery skill: what it does and how to install it

What it does. Maps project needs to .NET template candidates, then uses dotnet new search, list and template --help to inspect availability, parameters and constraints. It can preview the files a template would produce with --dry-run and gives a recommended command.

When to use it. Use it to find or inspect templates before creating a project. It does not create projects or author templates, and detailed template comparisons are handled separately.
