Resolve Project References skill: what it does and how to install it

What it does. Checks whether ResolveProjectReferences is the top target in an MSBuild performance summary and explains that its wall-clock time includes waiting for dependent project builds. It redirects investigation to the Task Performance Summary, preferably through binlog analysis, or through diagnostic text-log replay when needed.

When to use it. Use it when ResolveProjectReferences appears disproportionately expensive and a build binlog or performance summary is available. It does not cover general build-performance analysis, other clear bottlenecks, or builds without captured diagnostics.
