Release Skills skill: what it does and how to install it

What it does. Runs /release-skills to detect Node.js, Python, Rust, Claude Plugin or generic version files, inspect commits, choose a semver bump, group module changes, update multilingual changelogs and commit each module. It can create release commits, annotated tags, push to a remote, publish GitHub Releases, run dry runs, and backfill releases from existing tags.

When to use it. Use for version bumps, release notes, publishing, pushing changes as a release, or historical GitHub Release backfills. Backfill mode does not change versions, changelogs or release commits.
