NuGet Manager skill: what it does and how to install it

What it does. Manages package additions and removals with dotnet add package and dotnet remove package. For version changes, it verifies the release exists, finds project or central version declarations, edits the appropriate file and runs dotnet restore.

When to use it. For adding, removing or updating NuGet packages in .NET projects and solutions. Direct project-file edits are limited to changing existing package versions.
