MTP Hot Reload skill: what it does and how to install it

What it does. Checks whether a test project uses Microsoft Testing Platform, adds its hot reload extension when needed, enables it through an environment variable and starts the project directly with dotnet run. The host stays open to rerun tests after edits; unsupported edits require a rebuild or a watcher-managed restart.

When to use it. For setting up or recovering console-based MTP hot reload during iterative test fixes. It does not apply to VSTest projects, IDE Test Explorer, CI configuration or one-off test runs.
