Migrate Static to Wrapper skill: what it does and how to install it

What it does. Migrates a bounded set of C# call sites to an existing abstraction, adds constructor injection or an ambient seam for static classes, and updates affected tests with fakes. It preserves call counts, evaluation order and DateTimeKind, then checks scope, builds and runs targeted tests.

When to use it. When replacing specified static calls such as DateTime.UtcNow, File.* or Environment.* with an available wrapper. Use a separate skill to detect static dependencies, design a new wrapper, address testability without a chosen seam or migrate test frameworks.
