Detect Static Dependencies skill: what it does and how to install it

What it does. Scans eligible .cs files for time, file-system, environment, network, console, process, randomness, culture and serialization dependencies. It excludes injected collaborators and pure helpers, then produces a reconciled report with category totals, file locations, ranked patterns, affected files and recommended abstractions.

When to use it. Use it to audit testability, assess static coupling or plan incremental improvements before adding unit tests. It does not generate wrappers, migrate code, analyse non-C# targets or replace dependencies that are already behind suitable interfaces or TimeProvider.
