Database Lookup skill: what it does and how to install it

What it does. Turns a lookup request into a retrieval contract, selects an authoritative public database, reads its API guidance, and makes bounded, rate-limited calls with explicit filters, identifiers and pagination. It reconciles counts for exhaustive searches and returns structured results with endpoints, parameters, conversions, access date and warnings.

When to use it. For reproducible facts from named scientific, regulatory, financial or other database-backed sources, especially where completeness and provenance matter. It can also resolve identifiers and cross-check coverage across databases.
