Dart Primary Constructors skill: what it does and how to install it

What it does. Teaches Dart's primary constructor syntax, including declaring, initialising and regular parameters, this: initialiser lists, semicolon bodies and concise constructors. It explains scope and restrictions, then supports migration from field-and-constructor boilerplate and troubleshooting with compiler diagnostics and dart fix.

When to use it. Use for writing, refactoring or debugging primary constructors in Dart 3.13 and later, or Dart 3.12 with the experiment enabled. It does not apply to Dart 3.11 or earlier, where primary constructors are unsupported.
