Dart Migrate to Checks Package skill: what it does and how to install it

What it does. Adds package:checks, updates test imports, and translates matcher-based expect calls into typed check assertions. It covers collection deep equality, property extraction, regular expressions, errors, futures, streams and custom expectations, then verifies the migration with dart analyze and dart test.

When to use it. Use it to modernise Dart test suites from package:matcher to package:checks, either incrementally or as a full-file migration. It highlights type-safety and asynchronous pitfalls that can make a direct line-for-line translation fail.
