Cloud Logging Cross-Project Configuration skill: what it does and how to install it

What it does. Guides gcloud setup for two cross-project designs: centralised storage with log buckets, sinks, views and IAM, or read-time aggregation with log scopes. It includes verification commands and troubleshooting for filters, writer identities and destination permissions, while flagging billing, security and destructive operations for confirmation.

When to use it. Use it to centralise or query logs across Google Cloud projects, folders or organisations. It is not intended for basic single-project configurations.
