ASC Release Flow skill: what it does and how to install it

What it does. Stages a version with metadata and an existing build, or uploads an IPA or local build through the asc CLI. It runs dry-run and validation gates before confirmed mutations, supports multi-item submissions including Game Center items, and reports release and submission IDs.

When to use it. For preparing or executing an App Store release from an approved plan. It routes other validation blockers, stuck submissions, cancellations, and retry decisions to the submission-health workflow.
