Agent Platform RAG Engine Management skill: what it does and how to install it

What it does. Uses the Vertex AI Python SDK to initialise Google Cloud access, discover corpora and files, inspect a corpus, retrieve relevant contexts, and generate answers grounded in a selected corpus with the Google GenAI SDK. It covers credentials and dependency checks, and requires explicit confirmation before resource-consuming grounded generation.

When to use it. Use it for Google Agent Platform RAG Engine corpus discovery, inspection, context retrieval, or grounded questions. It does not cover standard database queries, Google Workspace RAG, or other RAG products such as gRAG.
